RULES OF PARTICIPATION STREET ANIMATION FESTIVAL MULTFILIN

2. GENERAL PROVISIONS
The festival has been held annually since 2020 and is dedicated to discovering and supporting young animation creators and developing creative talent in animation.
The festival is open to participants aged 4 to 18 years inclusive.
Participation in the festival is free of charge.

3. MINOR PARTICIPANTS3.1. Individuals under the age of 18 are eligible to participate.
3.2. Participation of minors is allowed only with the consent of their legal representative (parent or legal guardian).
3.3. Consent of the legal representative is considered granted in the following cases:
  • the application is submitted by a legal representative; or
  • the application is submitted by the minor, provided that the minor confirms that such consent has been obtained.
3.4. The Organiser reserves the right to request confirmation of parental or guardian consent at any time. Failure to provide such confirmation may result in disqualification or removal of the submission from the festival.
3.5. For participants under 14 years of age, participation is primarily expected to be submitted by a legal representative.
3.6. The person submitting the application is responsible for the accuracy of all provided information, including the participant’s age and the existence of parental consent.

4. CATEGORIES
  • FANTASY MAKERS – 4–7 years (with adult assistance)
  • DREAMERS – 8–12 years
  • CREATORS – 13–18 years
5. SUBMISSION REQUIREMENTS
Submissions are made via the application form on https://cartoonfest.mobi
  • Maximum duration: up to 5 minutes
  • Eligible works must be created no earlier than 2025
  • Incomplete works and advertising content are not accepted
  • Previously submitted works are not eligible for resubmission
Languages:
  • Russian-language works are accepted in original form (English subtitles are welcome but not required)
  • Works may be submitted in any language. However, English and/or Russian subtitles are recommended to ensure accessibility for the jury and audience.
Publication of the work online does not affect eligibility.
6. RIGHTS AND USAGE6.1. The participant guarantees that they hold all necessary rights to the submitted work.
6.2. In the case of minors, this guarantee is confirmed by their legal representative.
6.3. By submitting a work, the participant (or their legal representative) grants the festival the non-exclusive right to:
  • publish the work on official festival platforms
  • share the work on social media and media channels
  • use excerpts of up to 60 seconds for promotional purposes
  • use stills and excerpts for informational and promotional materials related to the festival
  • 7. JURYThe jury consists of professionals in the field of animation
  • Jury decisions are final and not subject to appeal
  • Results are published on the official website
  • The jury reserves the right not to award prizes in any category if submissions do not meet the required standard
8. AWARDSWinners will be selected in each category:
LITTLE DREAMERS (ages 4–7)– official MultFilin festival merchandise
DREAMERS (ages 8–12)– access to an online animation course by the MultFilin project for children who love creating stories and making cartoons
CREATORS (ages 13–18)– access to an animation course provided by Synergy University
All festival participants will receive a digital participation certificate.
Educational and digital prizes may be provided in Russian and/or accompanied by automatic translation or subtitles.

9. ACCEPTANCE OF RULES
Submission of an application constitutes full and unconditional acceptance of these Rules by the participant or their legal representative.
